The SAILS Library Network and the Norfolk Public Library now offers the ability to conveniently donate to your Library and securely pay fines and fees on your Library account using a debit or credit card.
• To donate, you need your debit or credit card;
(Discover, MasterCard or VISA).
• To pay fines and fees, you need your Library card, PIN, and
Discover, MasterCard or VISA card.
How does the online donation and payment system work ?
The online donation and payment system uses SmartPay, a third-party provider that processes these transactions and sends real-time updates to the Library circulation system. Using SmartPay, you can donate to your Library, see your balance, select items to pay, and securely charge your debit or credit card. The minimum transaction amount is $2. This can come from a combination of multiple fines and fees. There is a $.45 cent processing fee per transaction, which covers all fines and fees selected for payment during a session. Payments normally clear within 24 hours. In the unlikely event a transaction fails, a pending charge may be placed on your account.
When using SmartPay, you are leaving the Library website. SmartPay complies with Payment Card Industry Data Security Standards (also known as PCI-DSS), current Massachusetts privacy regulations, and the security requirements of major debit and credit card processors and financial institutions. Transactions are also protected using SSL certification; a method for securely exchanging data between your computer and the SmartPay website.
Collection and Storage of Personal Information
The Norfolk Public Library does not collect or store personal information, nor does it collect or store debit/credit card numbers or security codes entered on the SmartPay website. The Library does collect payment verification information from SmartPay. This information is used to update your Library account.
Third-Party Provider Advisory
Online donation/payment services and security of user information are the sole responsibility of SmartPay; a third-party provider of online payment solutions to Libraries nationwide. By using SmartPay, users release SAILS and its member libraries from all liability arising from transactions made using the SmartPay service.
